    I guess you can argue that one is for expressive purposes and one is almost strictly some sort of weird 2D fetish material but ultimately balloon-tits the size of their owner’s head aren’t that different from eyes the size of fists. It’s just a really stylized way of representing the human figure.

    Well I postulate the only reason those boobs are possible is due to the use of gravity-manipulation technology that’s probably incorporated in their outfits so that their boobs won’t sag down and possibly get balanced out to zero, thus allowing them to grow unhindered.

    That’s why they manage to get so big, since there’s nothing preventing them from growing they just… grow.

    Hm, actually what marvelous stan said makes a lot of sense. Animation in general is extremely liberal when it comes to the proportions of the human body, and even if you take the effort to properly scale all the, ehm, parts, the difference will be fairly hard to spot unless it’s a static close-up. With anime not being particularly subtle, it’s way easier to attach a couple of balloons and make the point perfectly clear. It looks particularly funny with clamp-style designs, where it should be otherwise difficult to tell males and females apart, so, at least, Horizon is not the worst offender ever. And we can easily tell which characters would never drown.
