From what I know also: DMC only has english voices.

And yes, the cutscenes are over the top. AS they should be. Find the first game and you´ll notice a pattern there that has stayed troughout the series…

As far as I know, Devil May Cry cutscene never had japanese voice acting. Only time there were a japanese voice cast, it was for the anime.
