It's SaiMoe. There has been even more obscure characters in the groups. I actually put a vote in for Tonkatsu from Nagasarete Airantou for this group. The "girl who makes a mark at the school wall everyday" from Code Geass was in this one as well. In one of the earlier prelims, there was even a "Person who cosplayed as Haruhi" from Lucky Star.... IIRC she is in the 2nd prelims. Anyways, the fun truly starts at the main tournament. It’s Japan.
