Yes, it's led to pactios and the formation of Negi's combat team, but it's... well, there were other ways to do this, than to bring up the 'nemesis is in his classroom' thing again, which we already saw with Evangeline. I have never personally felt any of the chapters were real fillers as either they focused on some of the other lesser prominent classmates or revealed some bits or hints of the major characters or a background of the world of Negima. @willowywicca: I think that is the most plausible explanation of Chao's abilities.
