Rather, it's just more bad luck that's happening to the people in the anime. When they tied up the boat, they had no idea that a typhoon was coming, or that the wind would blow from that direction. Once the storm appeared out of nowhere, the sea was too rough and the wind was too strong to allow them to move the boat to the other side of the pier. They put the boat on the wrong side of the pier during the typhoon! At this rate the wind and the waves will smash the boat against the concrete.
